Laura is a seasoned advocate and community builder with leadership experience across sectors, and brings unique insight on how to build successful strategies and tools that holistically align to market dynamics. As Founder & CEO of Prospera Insights LLC, she helps leaders and organizations align services, products and resources to community empowerment through strategic consulting and her technology startup, Katch Skills. 

For the last 18 years serving in leadership and management roles across sectors, Laura has had the privilege of promoting opportunity for communities of all sizes. Laura brings firsthand experience developing and launching tech ecosystems and leading strategy for Fortune 500 and growth stage tech startups both in-house and as an external consultant. Laura has also led initiatives to support scaling and funding apprenticeship programs, with a strong focus on re-skilling and up-skilling populations left out of economic mobility into technology careers. 

A seasoned advocate with extensive Capitol Hill and advocacy experience, Laura previously served as Associate Director for Constructive Politics at the Democracy Fund, as chief federal advocate and Director of the Washington, D.C. office for the National Association of Latino Elected and Appointed Officials (NALEO), and as Executive Director of Legislative Affairs for the Hispanic Association of Colleges and Universities (HACU). In her advocacy roles, Laura played a key role in developing and implementing legislative agendas and developing relations with government entities across the country. Laura began her career on Capitol Hill as a paid intern, and since then worked directly on legislation on a range of issues including science & technology, farm programs, education, workforce, housing and faith based initiatives. 

Laura is a recipient of the Grand Cross of the Order of Civil Merit bestowed by the Spanish Crown, and a 2018 German Marshall Fund Memorial Fellow.  Laura currently serves on Welcoming America’s board of Directors,  and is an advisory council member for Future Caucus' Leadership Development Council and Representative Democracy. She holds a bachelor’s degree in political science from the University of Puerto Rico-Mayaguez Campus and a master’s degree in international commerce and policy from George Mason University.

Laura is blessed with her little everythings, Vittoria and Elio, and the most supportive partner there is. She is a dynamic and adventurous mother, partner, daughter and friend who finds joy in staying active and sailing when she gets a minute to visit the stunning beaches of Puerto Rico.
